I would also argue that they did not realize that stylization would've played a huge part in to improving the art design instead of chasing purely on photo-realism. Part of it was because the technology was still so new and devs hadn't gotten their feet wet.

Also the brutal irony to this is that many games that launched in the first few years for the 360 and PS3 looked like dog shit. Which of these consoles have the best graphics? What games look better on one of these 2 platforms? Well who gives a fuck? At the end of the day none of it really mattered considering The Wii outsold both of these consoles with inferior graphics. I remember back in the day there were constant side by side graphical comparison articles between the PS3 and Xbox 360 on several gaming websites. Because of the perception set in place by the companies that were marketing these products there was an ongoing obsession to achieve these high end visuals. Even going as far to throw shade on their previous hardware and deemed them worthless by comparison. When the PS3, 360, and Wii(Revolution at the time) were on their way out the door most of the marketing from both Sony and Microsoft's latest new toys was the graphical power they would display. Think back to when those consoles were new and we were making our transition to the HD Era of gaming. Quite the opposite really and in order to better understand that I'll give you guys a bit of perspective. Now don't get me wrong because I absolutely don't mean that as a compliment. I would actually argue that it looked more accurately like an early PS3/360 game.

Many who criticized it said that it looked like a really bad PS2 game. This was in heavy stark contrast to the visual aesthetics of both Marvel 3 and Street Fighter V. (I want you guys to burn this image of Dante in to your brain because I will be getting back to it later) Many of the characters seemed of have gained extra details such as wrinkles, eye shadows, veins and realistic irises. I've noticed this after additional screenshots and renders of the game had leaked during the time of E3. For whatever reason Capcom had more or less dropped the cartoony stylized look of Marvel 3 and replaced it with something that seems to be going for a semi-realistic approach.

I think it goes a bit deeper than that and I'd like to point at the game's art direction as a deciding factor. Well we could say maybe it was due to a poor budget or the very small release window but I personally think that's too easy of an answer.

How the hell did the game get so ugly? Why was it so ugly? Especially considering what came before it. I'm pretty sure many of you reading this had this same sentiment or alternatively you laughed pretty hard the moment Chun Li walked in to the room. When they released the now infamous Story Mode trailer at the Sony Conference at E3 my worries were only amplified even more and I went from being bugged to just outright dumbfounded. I wanted to touch on that last part because the visual aspects of this game has been something that has been bugging the shit out of me ever since Capcom leaked early screenshots and gameplay.
